A Conversation with Marjo Mäenpää (Center for Cultural Policy Research Cupore) and Maija Lummepuro (Ministry of Education and Culture)

In this session, we will learn about the structure and funding system of the Finnish arts and culture field and what kind of context this is for arts and culture institutions to operate in. We will also hear about how diversity is seen on the cultural policy level and in practice. This session is open to all artists and cultural workers who want to understand how the arts and culture field works here in Finland.

Marjo Mäenpää has been the director of the Center for Cultural Policy Research Cupore in the Foundation for Cultural Policy Research since 2016. She is an active decision-maker in the fields of cultural policy, research and education. She is the former director of the Division of Art Policy in the Ministry of Education and Culture (2013-2015) and former director of the Arts Promotion Centre (2013). She has been a professor of Media Management in the Aalto University School of Arts, Design and Architecture (2006-2012), Dean of the Department of Art and Media (206-2009), publisher, and multimedia producer. She has been working as a consultant and trainer for digital media projects in governmental as well as in the private sector.

Marjo is the founder and managing director of Publishing House Taifuuni Ltd. Since 1988 she has published over 200 books, mostly fiction and non-fiction from Russia and Eastern European countries. Her dissertation for the University of Turku for digital culture is about narratives people create with mobile applications: Co-Created Mobile Narrative (2013).

Maija Lummepuro is working at the Ministry of Education and Culture in the Department for Art and Cultural Policy as a Senior Ministerial Adviser in cultural affairs. Already since 2003, she has been working with international relations in the field of culture, specialising in bilateral cooperation with Russia and regional cooperation in the Barents and Baltic regions including the implementation of the Northern Dimension policy. More recently she has concentrated also on questions in the field of diversity in cultural policy as well as the promotion of integration through arts and culture.

Before the Ministry, Maija worked over five years in the Aleksanteri Institute, the Finnish Centre for Russian and East European Studies, at the University of Helsinki as a coordinator of the Master’s programme for Russian studies. In addition to Finnish (mother tongue), English and Swedish, she speaks Russian as her second mother tongue.
